According to the "Internet Dangerous Goods Information Release and Management Regulations" (Gongtong Zi [2015] No. 5), Article 9, Paragraph 4, stipulates that "the purchase of highly toxic chemicals shall require a "Hazardous Chemicals Safety Production License" issued by the work safety supervision and management department, or a "Hazardous Chemicals Business License" or "Hazardous Chemicals Safe Use License" issued by the districted municipal-level work safety supervision and management department, or a "Highly Toxic Chemicals Purchase License" issued by the county-level people's government public security agency.
　　To purchase explosive precursor hazardous chemicals, one must hold a "Hazardous Chemicals Safety Production License" issued by the work safety supervision and management department, or a "Civil Explosives Production License" issued by the Ministry of Industry and Information Technology, or a "Hazardous Chemicals Business License" or "Hazardous Chemicals Safe Use License" issued by the districted municipal level people's government safety production supervision and management department, or a legal use certificate issued by the unit. "
